A design partnership starts with one bounded job, a person accountable for the data, a person accountable for risk, and an outcome that can be accepted or rejected. It is not a generic enterprise rollout.
What the release would still need to prove.
Any later business release must prove identity, permissions, approved data flow, review before consequential action, usage and cost controls, rollback, support, and the promoted workflow at the customer-facing boundary. A local preview or design partnership does not activate those claims.
